CAPITAL REGIONAL DISTRICT

REQUEST FOR PROPOSAL
DAYLIGHTING FEASIBILITY STUDY - BOWKER CREEK

RFP No. EPRO2018-128

Instructions to Proponents

Invitation

The Capital Regional District (“CRD”) invites detailed proposals from consultants (the "Proponents") in strict accordance with these Proposal Documents (CRD, RFP No. EPRO2018-128).  The proposals will be evaluated for the selection of a consultant (or consultants) with the intent to enter into a contract (the “Contract”) to provide the services described in Appendix “A”.

The purpose of this project is to define a route(s) for the daylighting of Bowker Creek which can be utilized by the municipalities as a tool to consider the establishment of a daylighted corridor. Over time as lands in the corridor are examined for re-development or major infrastructure renewal these daylighting opportunities can be factored into planning and decision making.  On a broad scale this project will include documenting the role of land use planning and infrastructure redevelopment planning in the daylighting effort, identifying the best long-term route for a daylighting corridor for the creek, assessing options for incorporating green corridors (i.e. park trails beside the creek) and assessing creek detention/constructed wetlands options. The proposal will take into consideration both above and below ground features.

The budget for this project is maximum $70,000. Project schedule with successful proponent to  commence early February 2019, with all final deliverable due early October 2019, with numerous milestone deliverable throughout the project.

A Contract will not necessarily result from this Request for Proposal (“RFP”).
