Bridge Inspection and Assessment -
Galloping Goose Regional Trail, Vancouver Island, BC

 
Introduction

The Call for Credentials is to invite statements of credentials from consultant teams having experience in bridge and trestle design, repair, inspection (condition assessments) and maintenance requirements.  The purpose of this submission is to select a maximum of three (3) qualified and experienced teams, which will be invited to submit detailed proposals to undertake a comprehensive bridge inspection and assessment effort for 13 of the 15 bridges/trestles along the Galloping Goose Regional Trail.

Background

The Capital Regional District (CRD) manages the Galloping Goose Regional Trail under a license agreement granted by the Ministry of Transportation and Infrastructure to use this former railway alignment for the purposes of a non-motorized multiple-use trail.  CRD is solely responsible for the maintenance and repair of the infrastructure of 3 trestles and 12 bridges within the license area. 

The regional trail system is used year round for a variety of multiple-use recreation and ‘active transportation’ activities including: walking, running, cycling, dog-walking, walking with strollers, roller-blading, skateboarding, wheelchairs, and riding electric assist bikes or scooters and electric mobility scooters.  The trails are accessible for people of all ages and abilities as a result of the CRD’s early investment in separated grade structures.   

CRD maintains the bridge and trestle infrastructure on the regional trail to a standard that is safe for the use intended.   In order to be effective in operating and maintaining the regional trails, access by motorized service vehicles across the trestles and bridges is required     

Trestle and bridge assets are vital to the operation of the regional trails system and are maintained using best practices in the industry.  CRD is further developing its program that provides an asset managed approach focusing on consistent and practice-led inspection, maintenance and renewal of these regional trail assets. 

Nature of Project

The project comprises technical services required to complete bridge and trestle condition assessments on a total of 13 wood, steel and concrete bridges/trestles and provide recommendations and costing on repair, maintenance and capital requirements for these bridges/trestles in the immediate, short term, and on a 10 year cycle to 2050.

Timetable

Credentials will be received up to 12:00 noon on September 22, 2017.  Four (4) copies of all documents are requested.

This bridge assessment and maintenance/capital cost recommendation is to be completed by December 31, 2017.
