Project Description:

Background
The Capital Regional District (CRD) is Local Authority for three Electoral Areas (EAs) under the Emergency Program Act: Salt Spring Island, Juan De Fuca, and the South Gulf Islands. The CRD is responsible for evacuation planning and management. The CRD is interested in developing a public education guide on how to prepare and what to expect during an evacuation in Electoral Area communities. 

Project goal
The goal of this project is to effectively communicate evacuation preparedness information to the community members in the Capital Regional District Electoral Areas through the creation of community specific household evacuation guides.

Deliverables
The main deliverable will be household Evacuation Guides for communities in the CRD EAs.  The number of distinct guides will result from staff discussions with the consultant on logical community groupings. Guides will include mapping and preparedness information specific to each area, but most evacuation planning content will be common to all.

EA communities include:

  • Salt Spring Island
  • Pender Island
  • Mayne Island
  • Saturna Island
  • Galiano Island
  • Piers Island
  • Otter Point
  • Willis Point
  • East Sooke
  • Shirley
  • Port Renfrew
  • Malahat

Information to include within the Evacuation Guide:

  • General evacuation information:
    • Fillable household emergency plan (online version a fillable PDF for printing)
    • Evacuation kit checklist
    • Information of types of emergency messages (Order, Alert, Tactical Evacuation, Shelter-in-place)
    • Public alert registration information
    • Evacuation Instructions (door marking etc.)
    • Community specific:
    • Title page
    • Local contacts page
  • Community map with potential evacuation routes, tsunami inundation zones, receptions centres and assembly areas.

The Evacuation Guides will be available in an online PDF version and a hardcopy version available for physical distribution. The number of hardcopy guides included in the project would not exceed 2,000 with option to purchase more.

Project schedule
All work to be complete by March 31, 2023.

Closing Time and Date for Submission of Proposals 

The CRD will accept either a hard copy or an electronic submission.

The CRD will accept three (3) copies of each proposal and one (1) USB, in accordance with the instructions contained herein, at the following specific physical location:

Delays caused by any computer related issues will not be grounds for an extension of the Closing Time. Proposals received electronically with a time stamp after the Closing Time will not be considered.
