Project Description:

The purpose of this procurement process will be to collect short-term automated bicycle counts. Our current methods employ permanent automated counters and volunteer manual counts. The permanent counters provide high quality data that can be used for monitoring trends and change over time, but at a limited number of locations. The volunteer counts provide a wide range of locations and information on gender and age but, due to their short duration (two to three hours), cannot be used reliably to monitor change over time.

Short-term (one week) continuous automated counters will supplement our current program and provide the following advantages:

  • Addresses equity by counting in off-peak times and away from the built network, as recommend by current National Association of City Transportation Officials guidelines
  • Facilitates comparisons over time at a wider range of locations
  • Leverages the data from permanent counts, but provides more locations at reduced cost
  • Provides the ability to quickly respond to emerging data requirements, such as the need for pre/post data for infrastructure upgrades

Closing Time

Submissions should be sent electronically in Word or PDF format on or before 4:00 PM, PST, June 10, 2022 (“Closing Time”) to Jay Douillard at regionalplanning@crd.bc.ca. Submissions must be clearly marked “Call for Credentials for 2022 Capital Regional District Bicycle Volume Counts, C-2022-RSP-003, Attention: Jay Douillard, Research Planner”.

The CRD reserves the right to extend the Closing Time at its sole discretion.
