Wastewater Treatment Made Clear

The Capital Regional District has begun the process to provide cost effective, innovative and environmentally responsible wastewater treatment to its residents. This project will see the upgrading of treatment practices in the Core Area to account for the demands of our increasing population.

Research into New Technologies

Representatives from the Province, Victoria, the CRD and a consulting engineer recently returned from a trip to Sweden, to investigate resource recovery methods in wastewater treatment and their possible application to planning for treatment in the Capital Region.
The fact finding mission involved three Swedish locations: Göteborg, Stockholm and Västerås.The participants included:
- Mayor Alan Lowe, City of Victoria (for the Göteborg facilities)
- Mayor Chris Clement, Corporation of the Township of Esquimalt
- Kelly Daniels, CRD, Chief Administrative Officer
- Alan Summers, CRD, Sr. Manager of Solid Waste
- Deborah Rasnick, Provincial Ministry of Community Services
- David Forgie, Ph.D., P.Eng., Associated Engineering, wastewater planning team

Treatment Plant Sites & Facilities
During 2007, the CRD developed a comprehensive wastewater treatment strategy entitled The Path Forward. In this report, a team of engineering experts identified six conceptual areas for wastewater treatment facilities and a biosolids processing site. Following the approval of the report, a professional team led by Westland Resource Group Inc. was retained to
identify specific sites in each area and to carry out environmental and social reviews of the sites. Read more ![]()
Procurement Business Plan
The province of BC has agreed to contribute one-third of the funding for wastewater treatment. However, a condition of the funding is that CRD and
Partnerships BC examine the feasibility of the project being procured using a public-private partnership
model.
To examine if a public-private partnership is feasible, a business plan for the wastewater treatment program is
required. The plan must meet the requirements of Partnerships BC's best practices to qualify for funding consideration by both the provincial and federal governments. Read more ![]()
