Amendment Process
Chronology
March 08, 2006 — The Regional Context Statement for the District of Highlands is approved by the CRD Board.
December 06, 2006 — The CRD Board approved the work plan for the amendment of the Regional Growth Strategy (RGS), and formally initiated the amendment process.

April 11, 2007 — CRD Regional Planning held a Public Information Session, which included an overview of the Regional Growth Strategy, and a detailed presentation of the proposed amendment. Between February 16, 2007 and May 9, 2007, the CRD accepted comments regarding the proposed changes to the RGS from member municipalities, local organizations, and the public.

May 23, 2007 — Public comments and submissions, and the draft bylaw, were reviewed by the Planning & Protective Services Committee (PPSC). The PPSC recommended to the Board that Draft #2 of the Amended RGS be given 1st and 2nd reading, and be referred to Public Hearing (see report and minutes).

June 13, 2007 — The CRD Board reviewed the RGS amendment. As a result of concerns raised by Board members, the bylaw was not given 1st and 2nd reading, but was referred back to staff to separate out the general amendments and updates from more substantive changes to the urban containment boundary.
As a result, the scope of the amendment was reduced to only deal with the District of Highlands request to extend the urban containment boundary.
July 11, 2007 — The CRD Board gave 1st and 2nd reading to the amendment bylaw and referred it to a public hearing.
September 13, 2007 — Public hearing held on RGS amendment.
October 3, 2007 — Amendment bylaws is referred to affected local governments for 120-day review.
October 10, 2007 — The report on the Public Hearing was received by the Board.

December 10, 2007 — Formal request made to Ministry of Community Services to appoint facilitator.
January 28, 2008 — Facilitator appointed by Minister of Community Services and the 120-day review period is extended from February 4, 2008 to June 30, 2008 to provide time to review and discuss concerns and explore opportunities for resolution.
June 19, 2008 — Facilitator's Report completed (PDF

June 30, 2008 —referral period ends.
December 1, 2008 — FINAL Proposal Arbitration (PDF
)- Arbitrator selects District of Highlands submission
to extend the RUCSPA over approximately 82 hectares in the south portion of the District.
Scope of the Amendment
As a result of the Board's decision, July 11, 2007, the scope of the interim amendment is now limited to the expansion of the urban containment boundary in the District of Highlands (see below). The CRD will conduct a broader, comprehensive review of the RGS in 2009.
