On December 15, 2020 the Capital Regional District announced that it is providing tertiary treatment for wastewater from the core area municipalities of Victoria, Esquimalt, Saanich, Oak Bay, View Royal, Langford and Colwood, and the Esquimalt and Songhees Nations.

The CRD, through the Project Board, planned, procured and constructed the Wastewater Treatment Project from May 2016 to May 2021. Construction took place across three municipalities and within the traditional territories of the Esquimalt, Songhees, Tsartlip, Tsawout, Tseycum and Pauquachin Nations.

The Wastewater Treatment Project delivered three main components:

The McLoughlin Point Wastewater Treatment Plant in Esquimalt can treat 108 megalitres of wastewater per day to a tertiary level – one of the highest levels of treatment available.

The Residuals Treatment Facility at Hartland Landfill in Saanich turns residual solids, piped from the wastewater treatment plant, into what are known as Class A biosolids. These are the highest quality by-product suitable for beneficial use.

The Conveyance System carries wastewater from across the core area to the treatment plant, and residual solids to the Residuals Treatment Facility at Hartland Landfill.

While the Wastewater Treatment Project is treating wastewater, the Residuals Treatment Facility is still in the commissioning phase, which is creating odours along Willis Point Road. Once commissioning is complete, odour control systems will ensure there is no discernible odour from the facility.

The majority of construction is complete on the major components of the Wastewater Treatment Project. Construction continues on the Arbutus Attenuation Tank, which is expected to be operational in June 2021.
