Victoria and Esquimalt Harbours Environmental Action Program

VEHEAP is an intergovernmental initiative to protect and improve the environmental quality of Victoria and Esquimalt harbours.

VEHEAP was established through a Memorandum of Understanding (MOU) signed by the following parties:

  • Capital Regional District
  • Ministry of Environment Lands and Parks
  • Department of National Defence
  • Environment Canada
  • Fisheries and Oceans Canada
  • Transport Canada, and
  • Public Works & Government Services Canada

The MOU established a management framework to coordinate activities intended to protect and improve the environmental quality of the Victoria and Esquimalt harbours, while recognizing the social and economic needs of the community.

VEHEAP's geographic area of interest includes:

  • Victoria Harbour
  • Gorge Waterway
  • Portage Inlet
  • Esquimalt Harbour
  • Esquimalt Lagoon
