The Juan de Fuca Local Area Planning Office considers applications for development permits, development variance permits, and temporary commercial or industrial use permits; amendments to official community plans and zoning bylaws; building conversion strata applications and subdivision applications. The application process is outlined in Bylaw No. 3110, Juan de Fuca Electoral Area Development Procedures Bylaw.
Development permits which comply with the OCP guidelines and zoning regulations are reviewed and approved by staff. All development permits requiring a variance and all development variance permits and temporary commercial or industrial permits are considered by the Juan de Fuca Land Use Committee (LUC) which makes a recommendation to the Capital Regional District (CRD) Board. As well, the LUC considers all proposed OCP and zoning amendment bylaws and makes a recommendation to the CRD Board.
Building conversion strata applications are considered by the Electoral Area Services Committee which makes a recommendation to the CRD Board.
The Ministry of Transportation and Infrastructure is the approving authority for subdivisions in the Electoral Area. The Planning Office is referred all subdivision applications and coordinates a response based upon a technical planning review of the subdivision i.e., conformance with zoning regulations and comments from other CRD departments including Building Inspection, Fire Departments (through Risk Management) and Emergency Services (through Protective Services).
