East Sooke Fire Protection & Emergency Response Service Commission
This service provides volunteer fire protection and emergency response for the community of East Sooke in the Juan de Fuca Electoral Area. The emergency response service enables the fire department to prepare for natural disasters as well as to attend to vehicle accidents and other emergencies.

Otter Point Fire Protection & Emergency Response Service Commission

This service provides fire protection and emergency response for Otter Point in the Juan de Fuca Electoral Area. The emergency response service enables the fire department to attend to vehicle accidents and other emergencies.
Commission Activities
- Operates a volunteer fire department under the Fire Services Act in Otter Point
- Composes an annual budget (five year financial plan), which defines the expenditures and expected revenues of the service and authorizes expenditures
- Protects the CRD from liability in the operation of the service and observes CRD insurance practices and policies
- Submits a report of its activities and a budget to the CRD in November of each year
CRD Administrative Relationship
The OPFP is a CRD commission. The CRD Board appoints members to the commission; the commission has no powers independent of the Board. The Electoral Area Director is also a member of the commission.
Minutes and Meeting Schedule
Minutes are not published by the CRD; meetings are open to the public.
Meetings are held on the second Tuesday of every month 7pm at the Otter Point Fire Hall.
Port Renfrew Local Services Committee
The committee administers three services for the Port Renfrew area:
- Fire Protection and Emergency Response
- Community Recreation
- Solid Waste Disposal
Fire protection and emergency response is provided for Port Renfrew and the surrounding area, providing fire prevention, suppression, and assistance to police and ambulance personnel.
Committee Activities
- Operates a volunteer fire department under the Fire Services Act in a service area called the Otter Point Local Service Area
- Composes an annual budget, authorizes expenditures and protects the CRD from liability in the operation of the service and observes CRD insurance practices
- Submits a report of its activities and a budget to the CRD in November of each year, assisted by the FInance Business Analyst for Local Services
CRD Administrative Relationship
This service is administered by a CRD committee. The committee manages the Port Renfrew Volunteer Fire department, which delivers the service.
Minutes and Meeting Schedule
The committee meets quarterly at 6:30 p.m. at the Port Renfrew Recreation Centre.

Shirley Volunteer Fire Protection & Emergency Response Service Commission
This service provides volunteer fire protection and emergency response service for the Shirley area in the Juan de Fuca Electoral Area, through operation of the Shirley Volunteer Fire Department. The emergency response service enables the fire department to attend to vehicle accidents and other emergencies.
Commission Activities
- Operates a volunteer fire department under the Fire Services Act
- Appoints the fire chief and members of the Volunteer Fire Department
- Composes an annual budget (five year financial plan), which defines the expenditures and expected revenues of the service and authorizes expenditures
CRD Administrative Relationship
The commission is appointed by the CRD Board and the EA Director for JDF sits on the commission.
Willis Point Fire Protection Committee
The committee provides fire protection and emergency response for Willis Point in the JDF Electoral Area through the operation of the WP Volunteer Fire Department and provision of emergency response services.
Committee Activities
- Operates a volunteer fire department under the Fire Services Act
- Appoints a Fire Chief and authorizes him/her to appoint volunteers
- Composes an annual budget, protects the CRD from liability and observes CRD insurance practices and policies
- Retains the power to enter into mutual aid and training agreements with other fire departments, service agreements with the Ministry of Forests (for wildfire suppression) and the Provincial Emergency Services Program (for road rescue)
CRD Administrative Relationship
The committee is appointed by the CRD Board, and the EA Director for JDF sits on the committee.
