Bylaw Descriptions
Animal Control
Mainly pertinent to dog owners, this bylaw stipulates that owners must ensure their dog:
- has a valid license
- does not bark excessively and disturb neighbours
- is under control at all times
- does not run free unattended
Bylaw offenders may have their animal impounded by Animal Control Services, face fines or penalties.

Noise
Noise bylaws are in effect to ensure the peace and enjoyment of residents of the CRD. Certain types of activity, such as construction, are restricted by time of day. After regular office hours, the RCMP responds to noise complaints.
Unsightly Premises
This bylaw ensures that residents do not have to tolerate unsightly premises in their community. The bylaw has provisions to ticket offenders or take them to court and force them to clean up their property. In some cases, the CRD may remove items and send a bill for clean-up to the property owner.

Soil Deposit & Removal
This bylaw protects the integrity of soil and geological landscapes. A permit is required to remove or deposit large amounts of solid or other materials (i.e. soil, rock, gravel). Failure to obtain a permit may result in Bylaw Enforcement taking legal action against offenders.
Building Regulation
Building Inspectors do regular inspections of buildings under construction, ensuring the safety and integrity of buildings and structures in the region. If bylaw provisions are not been met, they will give owners time to comply, and if they fail to do so the file will be turned over to Bylaw Enforcement Officers to take appropriate legal action.
Land Use / Planning
In Juan de Fuca, land use bylaws are dealt with by the Electoral Area Planning Services Department and the JDF Land Use Committee. Each region is represented on the Committee Board. The CRD Regional Board exercises powers of community planning and land use control in JDF as per the Local Government Act.
CRD Water Supply Regulations
Regulating entry into the Watershed Lands, this bylaw stipulates that no person, except emergency or authorized personnel or persons with the authority of the General Manager, shall enter water supply lands. Lighting fires in water supply areas is also prohibited.

Civic Addressing
The house numbering bylaw regulates the requirement to assign a house number and adequately display a civic address.

Clean Air
The clean air bylaw prohibits cigarette and pipe smoking on outdoor patios and terraces of restaurants and other food establishments. The bylaw is in effect throughout the entire CRD area.

Composting Facilities Regulation
This bylaw applies to composting facilities in the Capital regional District and regulates the types and quantities of organic matter to be composted each year in a solid waste compost facility. Odour, leachate, vector, litter and dust management are also regulated.
