Planning & Protective Services

Building Inspection

Building Inspection is responsible for the regulation of construction, alteration, repair or demolition of buildings and structures within the capital region's three electoral areas (Juan de Fuca, Salt Spring Island and the Southern Gulf Islands). This division helps ensure the safety and integrity of buildings and structures in the region. Building Inspectors conduct inspections at various stages of construction, and keep records on file for future reference. Beyond the immediate role of ensuring safe construction, these inspection records provide verification of building elements embedded within a building or structure, which helps to determine the value of a building. Building Inspectors can also assist with the preparation of a Building Permit Application.

Bylaw Enforcement & Animal Care

Bylaw Services monitors and enforces regional and municipal bylaws within the CRD. With the aim to encourage voluntary compliance, the Bylaw staff use proactive techniques and enforcement, including community education, mediation, fines and injunctions. These services are available to all CRD departments and municipal government partners.

Protective Services

Protective Services oversees emergency management for the CRD, and has a new service in place to coordinate emergency programs in the region. The department works with Hazardous Material Response as well as Search and Rescue Teams in the region, and oversees the administration of 911 Dispatch. The Senior Manager of Protective Services is also the appointed Emergency Manager for the Capital Regional District.

Health & Capital Planning Strategies & Homelessness Secretariat

The Health and Capital Planning Strategies Division provides overall administrative and operational support to the Capital Regional Hospital District (CRHD) and the CRHD Board of Directors. The Regional Hospital District is an entity established by the Hospital District Act to provide through property taxation the local share of capital funding to construct, renovate and maintain health facilities and equipment in the Capital Region.

The Health and Capital Planning Strategies Division has five main functions:

  1. Provide the local (CRD) share of the capital cost of:
    1. Upgrades and renewal of existing health facilities and medical equipment to meet changing service requirements and prolong the economic life of buildings;
    2. Replacement of existing buildings that have reached the end of their economic and functional life;
    3. New projects and expansion of existing facilities to meet increasing demand for healthcare services.
  2. Ensure accountability for CRHD expenditures through ongoing oversight and review of facility projects and expenditure categories, such as major capital (greater than $2 million), minor capital (between $100,000 and $2 million) and healthcare equipment
  3. Support the strategic priorities of the CRHD Board under its powers to legislate public health measures
  4. Advance the evidence on the social determinants of health
  5. As the CRD's Homelessness Secretariat, the Division provides policy and funding coordination between the Greater Victoria Coalition to End Homelessness, VIHA, the CRD Housing Secretariat and the CRD Planning & Protective Services Committee, while also engaging with the broader community around healthcare (mental health and addictions), social service and housing issues

In monitoring the broader healthcare system and the healthcare needs of residents of the Capital Region, the Division provides policy advice and information to the CRHD Board of the implications of provincial and VIHA policies and plans, while advocating for the Region's equitable share of VIHA healthcare and facility funding.

Housing Corporation

The Capital Region Housing Corporation (CRHC) is a non-profit corporation that is a wholly-owned subsidiary of the Capital Regional District. The CRHC's primary mandate is the development and management of modest cost housing. Since its inception in 1982 CRHC has built over 1450 apartments and townhouses, on behalf of the Corporation and other non-profit housing organizations, providing quality accommodation for seniors, families and persons with special needs.

Housing Secretariat

The Housing Secretariat coordinates housing policy development and funding decisions, and provides an administrative link between the Regional Affordable Housing Partnership Committee and the CRD Board. This secretariat was established in 2007.

Juan de Fuca Electoral Area Planning

The Juan de Fuca Electoral Area Planning Services Division provides community planning and land use control services in the electoral area of Juan de Fuca. With substantial public involvement, the division prepares, administers and amends official community plans and zoning bylaws. The division reviews various external planning matters such as subdivision applications, Land Commission referrals and Crown Land referrals.

Regional Planning

The Regional Planning division supports planning and development activities in the Capital Region with information, research and strategic advice. The division aims to be the Capital Region's acknowledged leader in informing and advising on trends, challenges, opportunities and choices that will support regional sustainability and quality of life.

Regional Planning maintains a regional information base and provides value-added analysis of regional population, development, land use, transportation, housing and employment trends. This division is engaged in transportation planning and provides expertise and advice to the Board, member municipalities and other stakeholders. Regional Planning also assists with the development, implementation, maintenance and update of a regional growth strategy and related initiatives.
