Project Description:

In November 2022, the Capital Regional District (CRD) launched the Home Energy Navigator (Navigator) program. The Navigator is designed to provide homeowners with guidance and support during the retrofit process, from start to finish for their retrofit project. The Navigator focuses on opportunities for greenhouse gas emissions reduction via efficiency upgrades and electrification in part nine residential buildings located within the 13 municipalities and three electoral areas within the capital region on Southern Vancouver Island, British Columbia.

The Navigator is operating in the current context of multiple rebate programs, including the existing Clean BC Better Homes Program and the Canada Greener Homes Grant, and in some cases municipal top ups to the provincial rebates. These grants and rebates could provide more than $10,000 towards key retrofits like a heat pump. Homeowners need sufficient cash flow to take advantage of these incentives. The Navigator support service is considered a key stone in accelerating low carbon fuel switching and deep carbon retrofits in the region.

Thanks to a grant provided by the Federation for Canadian Municipalities (FCM) Community Efficiency Financing program, the Capital Regional District is seeking to integrate a financing offer into the overarching Navigator program.


KEY GOALS OF THE PROJECT

The CRD is seeking a program design for implementing:

  1. A financing program that leverages FCMs Community Efficiency Financing Capital Funding Stream.
  2. Supporting municipalities to offer PACE financing for low to moderate income homeowners in conjunction with the Provincial Income Qualified Program.
  3. Financial education material that will help homeowners understand their financial options regarding retrofits.

ANTICIPATED TIMELINE

The anticipated timeline is as follows.

  • Submission of proposals: June 2, 2023 at 3:00 pm (local time)
  • Contract awarded: June 2023
  • Initial meeting: June 2023
  • Research and Report development: Summer 2023
  • Program financial educational material content: August 21, 2023
  • First draft of report: October 27, 2023
  • Final draft of report November 10, 2023
